Released on December 1, World AIDS Day, this new report from the United Nations Children's Fund (UNICEF) and the Joint United Nations Programme on HIV/AIDS (UNAIDS) explores the skyrocketing number of children in sub-Saharan Africa made orphans by the AIDS pandemic. The numbers involved are simply staggering. By the end of 1999, over 11.2 million children will be orphaned by AIDS, 95 percent of them in sub-Saharan Africa, where over 16.3 million have died since the epidemic began. Before AIDS, the report reveals, approximately "2 per cent of all children in developing countries were orphans. By 1997, the figure had jumped to 7 per cent in many African countries - in some countries the figures run as high as 11 per cent." The US National Aeronautics and Space Administration's Marshall Space Flight Center recently announced the discovery of GROJ2058+42, an accreting X-ray pulsar with no visible component. The discovery was made by MSFC scientist Colleen Wilson while she was reviewing data obtained from the Burst and Transient Source Experiment (BATSE). The data showed that J2058+42 experiences two gamma ray bursts each orbit instead of the typical one burst. A paper describing the discovery will appear in the June 1, 1998 issue of the Astrophysical Journal. A preprint of the article is available in postscript format. [KH]

In their strongest showing so far, pro-independence advocates organized a rally of up to 10,000 people in the capital on Wednesday. Biologists at the Massachusetts Institute of Technology's Whitehead Institute for Biomedical Research recently announced in the journal Nature that they have been able to genetically alter a healthy human cell to create a cancerous one. The discovery is being hailed as an important step forward towards the development of anti-cancer drugs. Previously, scientists have been able to turn normal cells cancerous by using chemicals and e-rays, but this is the first time it has been accomplished through genetic manipulation. This holds promise for a relatively new approach to treating cancer, one that attempts to remove the underlying genetic flaws that cause cancer instead of attacking both healthy and cancerous cells with present-day chemotherapy treatments. In an embarrassing setback to NASA, the Mars Climate Orbiter is believed lost. In the early hours of September 23, the orbiter fired its main engine to go in orbit around Mars and passed behind the planet, losing radio contact as planned. However, due to what was most likely a navigation error, the spacecraft did not resume contact and may have flown too close to the atmosphere and broken apart or burned up. The relatively inexpensive ($125 million) Climate Orbiter was launched in December 1998 to become the first interplanetary weather satellite, studying Martian weather for one Mars year (about two Earth years). It was also to serve as a relay station for five years, relaying information to and from the Mars Polar Lander, due to land on December 3, 1999. As the report reveals, these abuses are occurring amidst a huge increase in the women's prison population, mostly due to sentencing guidelines imposed by recent anti-drug legislation. The US Supreme Court closed out the 1998-99 session on Wednesday with 5-4 rulings in three related cases that dramatically enhance the political power of the states. In deciding one case involving probation workers in Maine and two involving trademark law and the state of Florida, the court has substantially limited the ability of individuals to sue their state government for what they believe to be a violation of their rights under federal law. The rulings and sharply-worded dissents reveal that the court is strongly divided over the issue of federalism, and analysts suspect that appointments to the court made after the next presidential election could tip the balance. In the meantime, the court has already agreed to take up two more cases involving states' rights in October. The US Library of Congress has recently added two new collections to its American Memory collection. Taking the Long View contains thousands of images that are at least twice as long as they are wide, creating the impression of a panoramic view. They depict many aspects of life in the US and selected foreign countries. The collection's emphasis is on cityscapes and group portraits. Despite a non-binding Congressional resolution condemning the action, President Clinton gave final approval yesterday to the Bureau of Prisons for the release of eleven members of a militant Puerto Rican nationalist group who agreed to renounce violence in return for clemency. Two others, already out of prison, will have their fines reduced if they respond positively to the deal by this evening. The president originally offered clemency to sixteen members of the Armed Forces of National Liberation, a Puerto Rican pro-independence group known by its Spanish initials, FALN. The FALN has been linked to more than 100 bombings, mostly in New York and Chicago, in the 1970s and early 1980s. None of the people offered clemency were convicted in any of the bombings, but all were convicted on charges ranging from conspiracy and bomb-making to armed robbery.
