On Wednesday, the UK's highest court refused to grant General Pinochet immunity from prosecution for the second time. The court ruled six-to-one that he could face extradition to Spain where he would be charged with torture, conspiracy to torture, and conspiracy to murder. Pinochet was originally arrested in October on an extradition warrant from Spain, and the following month, the Law Lords ruled that he was not immune to prosecution for acts committed as a head of state. However, for the first time in British legal history, that decision was set aside after conflict of interest charges were levelled against one of the Lords who was connected to Amnesty International. Despite this second ruling, the case is far from settled, as the extradition proceedings themselves remain, and it is expected that Pinochet's lawyers will drag the case out for months, or even years if possible. C-SPAN Radio 90 presents a series of archival recordings that allow listeners to eavesdrop on presidential history. The White House Tapes Archive contains private telephone conversations released by the Presidential Libraries of former Presidents John Fitzgerald Kennedy and Lyndon Baines Johnson. The JFK Tapes includes 32 conversations recorded at the White House from September 1962 to October 1963. The tapes include discussions on the integration of the University of Mississippi, the Cuban Missile Crisis, and the nuclear test ban treaty, among others. Provided as a public service by Mickey S. Eisenberg, M.D., a Professor of Medicine at the University of Washington, this site offers a basic guide to Cardiopulmonary Resuscitation (CPR). The core of the site is the CPR Info section, which contains instructions for Quick and Standard CPR, and performing CPR on children and infants. From this section, users can print out a basic illustrated pocket guide to CPR. The headlines are far from attention-grabbing, but the information is solid and evenly presented. This is a monthly publication, so the news can get a little stale, but there's also a long review section, so it's still worth checking out. If there was an Earnest Site of the Day, the Learned InfoNet would undoubtedly be an early selection, but there are worse things than being dull, especially in the news business.

The Native American Studies Department at the University of California - Davis has made available Learning Aids for North American Indian Languages, a resource offering "information on published and 'semi-published' teaching and general reference materials for North American Indian languages or groups of languages." It is a page of pointers to citations for dictionaries, descriptive grammars, pedagogic materials collections of bilingual narratives, and tapes, among others. This large resource is arranged alphabetically by language group, and also contains many cross references. Over 100 language groups are included, from Abenaki to Yukon languages. Citations contain bibliographic information and are thoroughly annotated. Learning Aids has been compiled from the "Society of the Indigenous Languages of the Americas Newsletter."
This recently expanded learning center from the UK Public Record Office (PRO) explores British history with exhibitions, famous documents, special focus sections, and educational activities. The documents, which include the Domesday Book, the Magna Carta, Guy Fawke's confession, Shakespeare's will, the 1805 log from the HMS Victory (Nelson's flagship), the 1936 Abdication Instrument, and several others, are offered as digitized images along with annotations and transcripts. Learning Guide Five: Thresholds of Change -- Edsitement (1999)
The National Endowment for the Humanities's Edsitement Website (described in the October 31, 1997 Scout Report ) has recently added to its collection of online learning guides. This new guide explores thresholds of change, which include cultural and political thresholds such as those crossed by African-Americans rising up from slavery, and some of the internal thresholds individuals cross by courage, faith, and love. Nine lesson plans are grouped into four themes: Escaping Slavery, Facing Opposition, Keeping Faith, and Falling in Love. Each lesson plan is fully described and utilizes online resources for background and primary materials. Five years ago this week, the Hutu-dominated government of Rwanda launched a three-month genocidal campaign against the Tutsi minority. At least 500,000 people were killed, three quarters of the Tutsi of Rwanda.
