Reinventing Undergraduate Education: A Blueprint for America's Research Universities --Boyer Commission (1998)
The Boyer Commission on Educating Undergraduates in the Research University has recently released this report outlining ten major recommendations for changing undergraduate education. These recommendations are based on the Commission's conclusion that undergraduate education at America's research universities is in crisis, and that the record of research universities in this area is one of "inadequacy, even failure. Baccalaureate students are the second-class citizens who are allowed to pay taxes but are barred from voting, the guests at the banquet who pay their share of the tab but are given leftovers." The recommendations include research-based learning, inquiry-based instruction in the Freshman year, educating graduate students as apprentice teachers, and changing the faculty rewards system. It is "based on a survey of 2-year and 4-year higher education institutions that enroll freshmen." America's New Deficit: The Shortage of Information Technology Workers , a new US Commerce Department Office of Technology Policy study (available in Adobe Acrobat [.pdf] format only, suggests that the United States "could face a growing shortage of information technology workers that would have severe consequences for U.S. competitiveness, economic growth, and job creation." It provides evidence that fast growing companies have trouble finding enough information technology workers for their operations. Another long-awaited report was released yesterday, this one by the Independent Commission on Electoral Reform, chaired by Liberal Democrat peer Lord Jenkins. The commission was formed in December 1997 to consider and recommend "any appropriate system or combination of systems" as "an alternative to the present system for Parliamentary elections" in the UK. The Jenkins Commission has recommended that a new and more proportional voting system replace the current first-past-the-post system. The new mixed system suggested by the Commission has been dubbed "Alternative Vote-Top Up" (AV Top-Up). Under this system, 80-85% of MPs (Members of Parliament) would represent specific constituencies, while the other 15-20% (Top-Up) would be nominated by parties and would bring each party's total representation closer in line with their actual share of the national vote. Yesterday, the US Senate narrowly approved a $792 billion tax cut, 50-49. The bill, which was passed by the House with a vote of 221-206, would, among other things, cut all five income tax rates by one percentage point, lower capital gains rates, and eliminate death taxes on estates. The bill will not be sent to President Clinton -- who opposes the size of the cut and favors using the projected budget surplus to shore up Social Security and Medicare -- until Congress returns from the August recess. The President has promised to veto the measure, and both parties will, no doubt, spend the next month advocating their respective positions to the voters.
