The Census Bureau has released two new datasets. State Government Finance Data contains information on "revenues, expenditures, indebtedness and cash/securities of the 50 state governments." The Center for Electronic Records of the US National Archives and Records Administration (discussed in the June 10, 1994 Scout Report ) provides this set of US casualty lists from the Korean Conflict. The list covers "persons who died as a result of hostilities in Korea, 1950-57, including those who died while missing or captured." CER has created state casualty lists from the larger list. The lists can be browsed by state, and then alphabetically by last name or "'home of record,' as identified by the serviceman upon last entrance into military service." Army casualties list home of record by county within state. The other three branches of the military list by city/town within state. Each record contains the soldier's name, rank, branch of service, home city/town or county, state, date of death, and cause of death. At present the database contains 33,642 names. The Center for Electronic Records of the US National Archives and Records Administration has recently added this database to its already existing casualty list for the Korean Conflict (discussed in the March 6, 1998 Scout Report ). The database, which is only browseable, includes name of casualty, rank, branch of military service, "home of record," date of birth and death, "category of casualty," and an indicator as to whether the remains have been recovered. Records may be sorted alphabetically or by "home of record," within state. The database covers 1957-1995 and contains records for 58,187 individuals. [JS]
The Pew Center on the States operates stateline.org, a Website providing "a set of tools" that apprise state policy makers, the public, and the media of important developments occurring in the capitols of all 50 states. The site posts current news and archives past news items on state government, provides statistical data and background information for every state, maintains a library of updated data tables, and tracks developments for major political issues -- namely, Healthcare, Welfare Reform, Taxes/ Budget, Education, and Utility Deregulation. Statistics produced revolve mainly around socio-economic issues such as economic growth, employment, inflation, imports and exports, births, quality of life, and mortality. The site will tell you that statistical information is available through e-mail, on diskette, and in books and periodicals. So far, Statistics Netherlands does not actually publish data on the Web, but perhaps one day they will provide access to parts of its database.

Lecturer at the Sinological Institute of Leiden, the Netherlands, and avid Chinese poster collector (he claims to have about 1,000) Stefan R. Landsberger offers this attractive on-line exhibition. Propaganda, a traditionally important element in Chinese political culture, was perhaps developed to new heights by the Communist Party in China after 1949. This was especially evident in the almost universal use of posters to impart and reinforce correct ideology and behavior. Landsberger's site examines several topics explored by propaganda posters, such as the future and development of China (Visualizing the Future), the role of women (Iron Women and Foxy Ladies), the New Year Print, and the Hong Kong Handover. Each section features a number of nicely digitized posters and commentary tracing changes in the art of the propaganda poster since the 1940s. Additional resources at the site include

Two reports regarding human stem cell research have been recently placed online. Released on December 2, the National Institutes of Health (NIH) draft guidelines for stem cell use "recommend procedures to help ensure that NIH-funded human pluripotent stem cell research is conducted in an ethical and legal manner." The full text of the guidelines is preceded by a statement from the NIH Director. Readers are welcome to comment on the guidelines by January 30, after which time a final version will be published, an oversight process will be put in place, and NIH funding of such projects is expected to commence. Users can also read the NIH press release and visit the Institute's Stem Cell Information page, which offers a number of related publications and statements.
