This US State Department report, a supplement to DOS' Holocaust Assets report (discussed in the May 16, 1997 Scout Report ) is now online. While the report is in Adobe Acrobat [.pdf] format, a summary is available in text, as is a "special briefing" by Under Secretary Stuart Eizenstat that also summarizes main findings. The report itself is mainly an accounting of how the Nazis used the money they obtained from the gold they looted "to purchase critical war materials from the other neutral countries necessary to sustain the war effort: Argentina, Portugal, Spain, Sweden, and Turkey." There is a separate chapter on each country, as well as one on Croatia's Ustasha regime. [JS]

The CFR is divided into 50 titles which represent broad areas subject to Federal regulation, and each title is divided into chapters which usually bear the name of the issuing agency. At present, titles available include: "Title 20 (Parts 400-499) Employees' Benefits; Title 21 (all parts) Food and Drugs; and Title 40 (Parts 87 to 135) Protection of the Environment. The US Centers for Disease Control and Prevention's National Center for Health Statistics has recently released this series of publications (Adobe Acrobat [.pdf] format only) that provide death rates calculated using "data from the 1990 Census of Population and deaths occurring in the United States to residents of the United States during the 3-year period, 1989-91." At present, 46 volumes are available (the US, the District of Columbia, and 44 states). Data are broken out by age, sex, and race. For each age, the tables list the proportion dying, the number living and dying per 100,000, the stationary population, and the average remaining lifetime. Complete documentation is available. What makes these publications so fascinating is the granularity of age breakdown, basically a year-by-year breakdown from birth to age 110. [JS]

The three-volume, 700-page document concludes that the People's Republic of China has acquired US intelligence both legally and illegally over the last two decades. Christopher Cox (R-CA), claims that the PRC stole nuclear secrets from US weapons labs and obtained valuable military technology through the commercial procurement of supercomputers and satellite equipment. On March 1 the five-member ethics panel appointed by the US Olympic Committee (USOC) and led by Former Senate Majority Leader George Mitchell released a report criticizing the International Olympic Committee (IOC) for lacking "accountability and openness" and urging "reform at every level of the Olympic Movement." On March 3 the USOC responded to the report and announced it would enact a number of policy changes recommended in the Mitchell report. These include establishing an Office of Compliance to oversee US bid cities, the provision of full-time USOC staff to help cities during their bid, and a declaration that the USOC would ask the President to designate the IOC as a "public international organization" for purposes of the application of the Foreign Corrupt Practices Act.
