Graphics, color, photographs, and even URL links to other Web sites are supported. The documents are also searchable. The best thing that can be said about the US Government Printing Office's electronic release of the latest Federal Budget Publications and Economic Report of the President is that these important documents are, after a fashion, available to researchers, policy makers, journalists, and interested Netizens. Users looking for ease of retrieval or any kind of value-added data processing (particularly with respect to ERP ), will have to look beyond this site. GPO has made the publications searchable (retrievals can be downloaded in text or Adobe Acrobat [.pdf] format), and also downloadable directly in .pdf and .wk1 format. The problem with the latter approach is immediately apparent. Budget Publications range from 200KB to 3.7MB, although the detailed estimates by agency are somewhat more manageable in size. The US Census Bureau offers this exhaustive compendium of national, regional, state, local, and selected international statistics drawn from "reports and records of government and private agencies." The book (Adobe Acrobat [.pdf] format only) is divided into 31 topical chapters, composed mostly of annual time series data. Unfortunately, as there is no table of contents, the best finding aid is the subject index, which identifies table numbers (not page numbers). An additional shortcoming is that the Bureau has not supplied table number limits with each chapter heading, as it did with the 1995 Statistical Abstract . Still, by locating the tables of interest in the index, and then making an educated guess as to which chapter those tables would be located in, along with using Acrobat's search capability, one can actually use this book in its electronic format. The first piece of good news is that the US Census Bureau has made the newest addition of this exhaustive compendium of national, regional, state, local, and selected international statistics drawn from "reports and records of government and private agencies" available (Adobe Acrobat [.pdf] format only). The second piece of good news is that the site where the volume resides has been reorganized in a fashion that makes the 1,481 tables in it more easily accessible to researchers, journalists, librarians, and the general public. Table ranges in each of the 31 sections are clearly delineated and the 1995-1997 editions are now arranged side by side, so that users can begin to easily use multiple editions of the Statistical Abstract. This report, issued to the US Senate Finance Committee by the Advisory Commission to Study the Consumer Price Index (chaired by Michael J. Boskin), has been made available by PoliticsNow (discussed in the August 16, 1996 issue of the Scout Report ) and Stat-USA (from the US Department of Commerce). The main conclusion of the report is that the Consumer Price Index "is not a true cost of living index," and "that changes in the CPI have substantially overstated the actual rate of price inflation." The main recommendation of the report is that the BLS (Bureau of Labor Statistics) should develop a Cost of Living Index (COLI) to measure inflation. Features include integration with popular Web browsers such as Netscape and Internet Explorer, transparent navigation between Acrobat .pdf files and HTML, delivery of .pdf files one page at a time, ability to read .pdf files embedded in HTML pages, an Acrobat toolbar within a Netscape window, and continuous scrolling and 2-up pages, among others.
