This paper, provided by Ronald L. Rivest, professor of Electrical Engineering and Computer Science at the Massachusetts Institute of Technology, proposes a new method of computer message security. The method is called "chaffing and winnowing." Messages are broken up into packets and each packet is appended with a "message authentication code" (MAC). Then "chaff," fake packets with fake MACs, is intermingled with the true packets. The receiver of the message uses a secret code (shared with the sender) to "winnow" the chaff in order to receive the true message. Since this process does not involve encryption, it is proposed that it will circumvent "attempts by law enforcement to regulate confidentiality by regulating encryption." [JS]

The American Library Association's (ALA) Office for Intellectual Freedom is gearing up for the 17th annual Banned Books Week: Celebrating the Freedom to Read, September 26-October 3, 1998. The event is sponsored by numerous organizations and is endorsed by the Library of Congress's Center for the Book. This annual event "draws attention to the danger that exists when restraints are imposed on the availability of information in a free society and allows an opportunity to celebrate our First Amendment freedoms by acknowledging how fragile they are." NCES (National Center for Education Statistics) has recently released the latest version of this program (DOS 3.1 or greater), which makes the tables, charts, and text in seven major education statistics publications considerably more accessible to researchers, allowing them to search over 2,600 items and view, download, or print them. Items can be searched five ways and files can be downloaded in ASCII or Lotus .wk1 format. It is this ability to find exactly the files needed, and convert them into a format that allows further statistical manipulation, that gives EdSearch its power. Don't be fooled by the clunky DOS interface that harkens back to the 1980s; this is a powerful program, with a tremendous amount of data. The University of Oregon History Department, Geography Department Infographics Lab, and New Media Center have collaborated to present one of the more innovative implementations of Macromedia Shockwave: an interactive atlas of culture and history. At the heart of the site are over 50 maps dealing with the Antebellum US and Ancient and Early Medieval Europe.
