Released last week and announced by the President yesterday, this new guide is designed to help teachers, parents, and community members detect the warning signs of potentially dangerous student behavior and respond appropriately. Created in response to a recent wave of school violence, the report is based on the research "of an independent panel of experts in the fields of education, law enforcement, and mental health." Sections include Early Warning Signs, Getting Help for Troubled Children, Developing a Prevention and Response Plan, and Responding to Crisis. Users can browse an online version of the guide or download it and an Executive Summary in .pdf or HTML formats. [MD]

This report, FCC (Federal Communications Commission) Office of Plans and Policy (OPP) Working Paper No. 29, by OPP's Kevin Werbach, "represents the first comprehensive assessment of the questions the Internet poses for traditional communications policy." The paper addresses three major topics: "category difficulties," (Internet services "do not fit easily into the existing classifications for communications services under federal law or FCC regulations") "pricing and usage," and "availability and bandwidth." The report is available in Adobe Acrobat (.pdf), WordPerfect, and text formats. Note that the views expressed in the paper are those of the author, and do not necessarily represent those of the FCC. The Khmer Rouge revolution in Cambodia was one of the modern era's worst examples of state-sponsored violence and organized murder and repression. At least 1.7 million people lost their lives from unnatural causes in a four year period, 1975-79. Unlike other twentieth century genocides, the mass killings of Pol Pot's regime have been largely undocumented and unprosecuted for many years. The Cambodia Genocide Program (CGP) at Yale University was created in an effort to collect and study information on these crimes to assist any possible future prosecutions and provide a critical understanding of genocide "which can be marshaled in the prevention of political violence against populations elsewhere in the world." The core of this site and the major product of CGP's mission is the Cambodian Genocide Data Base (CGDB), which contains four different types of records: bibliographic, biographic

The New York University Scientific Visualization Laboratory has created a cyber textbook for elementary (grade 3-5), middle, and secondary students. It is designed to connect molecules and mathematics, and contains elementary sections on matter, energy, and water, and secondary sections on mass, volume, density, 2- and 3-dimensional geometry, and mathematical equations. The whole "textbook" is quite graphical, but the secondary section is particularly so, making use of frames, VRML, and interactive questions and answers (accompanied by an online calculator). Simple content is conveyed graphically and imaginatively at this site. Users with slower connections should be patient, however.

Are you tired of getting the same definitions for batiste, cambric, and lawn in your regular dictionary, when you're sure there must be a difference between them? You can now find detailed definitions to these and 179 other textile terms from the Textile Dictionary, produced by the Internet Centre for Canadian Fashion and Design. The entries are arranged under four main categories: Standard Cotton Fabrics; Standard Silk and Silk Imitation Fabrics; Standard Worsted, Wool and Hair fabrics; and Other Cellulose Fabrics. Details on fiber, weave, characteristics, and uses are given for most entries. The dictionary does not currently have a search capability, which would greatly enhance its usefulness. [AG]

TextureMill 1.1--Graphics Tool for Creating Seamless Backgrounds (1997)

http://members.aol.com/deepdevice/index.html

TextureMill is a $20 Shareware for Macintosh which allows for the creation of seamless backgrounds. Created by Rob Gonsalves and provided by Deep Devices, the interface for TextureMill is very easy to install and use. Endusers can select from 20 different patterns to create a unique background. The first step to creating a background is to choose a pattern, then change the surface, color, and lighting properties. Finally, there is a preview option which allows users to see the background as it would appear in a browser. Preview mode also offers the option to define the text color. A background can be saved as either a GIF or PICT file. [TB]

Do you ever get nostalgic for the decade of big shoulders, skinny ties, New Wave music and power lunches? OK, are you at least amused by it? Either way, you may want to take a gander at the 80's Server. Users can follow the fortunes of '80s stars (mostly musicians) through to their present activities, play the movie lines from the trivia game "Gremlines," or revisit information on randomly selected '80s recording artists. There's even a fun trivia game--aptly titled Who Can It Be Now?--where you can try your hand at a multiple-choice quiz identifying music groups from pictures. In the near future, this site will contain more trivia games, as well as contests and prizes. There will be songs available in RealAudio format, and chat channels are planned. Stay tuned!

The first, from the LOC's Geography and Map Division, features a selection from the approximately 2,240 Civil War maps and charts and 76 atlases and sketchbooks held by the Division. Of special interest are maps produced by Confederate Major Jedediah Hotchkiss, a topographical engineer responsible for battle maps that were used by Generals Lee and Jackson. Users can search the collection by keyword or browse by subject, creator, title, or geographic location. Maps are offered as thumbnail images with several size and zoom options. Updates will be made to the collection on a monthly basis. The second new exhibit contains selected texts an

The African-American Mosaic: A Library of Congress Resource Guide for the Study of Black History and Culture (1998)

http://lcweb.loc.gov/exhibits/african/afam001.html

This site marks the publication by the US Library of Congress of the Mosaic, the first Library-wide resource guide to the institution's African-American collections. "Covering the nearly 500 years of the black experience in the Western hemisphere, the Mosaic surveys the full range, size, and variety of the Library's collections, including books, periodicals, prints, photographs, music, film, and recorded sound." The site offers samples of the materials and themes in the Library's collections. It is also a sample of a much larger exhibit planned for 1998. The LOC chose to highlight four of the many themes covered in the Mosaic at this site: Colonization, Abolition, Migrations, and the Works Progress Administration (WPA). Each section covers key issues and figures and offers many digitized images of original documents held by the Library. [MD]

The Alertbox: Current Issues in Web Usability (1997)

http://www.useit.com/alertbox/

The Alertbox is a monthly column that began in June 1995 and is written by Jakob Nielsen, a SunSoft Distinguished Engineer. The content is not platform-specific; rather the primary emphasis is on the optimal design of electronic information. Articles include The Need for Speed, Trends for the Web in 1997, and International Usability (of websites), among others. Planned future columns are also indicated. The advice on such topics as Java applets, long hypertext documents, and the usability of frames is eminently practical. [ATW]

The Almost-Complete List of MUSHes (1995)

http://www.cis.upenn.edu/~lwl/muds.html

As the name suggests, this site is restricted to MUSHes, but it is the most complete overall list of them. It has a searchable index and a color-coding system that provides quick-glance information about each MUSH's theme. The server periodically checks all its MUSHes to see if they are responding to connections. MUSHes that stop working are eventually placed in a special "Defunct MUSHes" list. Each entry also contains information about the number of people that have connected in the last 24 hours, as well as links to relevant World Wide Web pages (if there are any) for each MUSH. Amberyl's list is also one of the few MUD lists that provides some commentary with each of the MUSHes it includes. A description about theme, content, tone (social versus gaming), and unique features accompanies each entry. The site is updated about once a month.
